Dear Tirrell: I have been communicating with Spencer Gardner and Tami Palmquist over the past several months regarding the Draft EIS. I sense I may be premature in my concern relative to most specifically SMC Chapter 17C.124.220.D. Downtown West End Special Height District, illustrated in Figure 17C.124.220-1 and Figure 17C.124.220-2.

As I read Alternative 3 in the Draft EIS comments, it appears to give life to language that may allow for increased height for multi-family residential units on this very specific piece of land in Downtown Spokane. My goal, in short, is that of having the ability to increase the height of a structure on this specific piece of terra firma. It is expensive land on which to build. Sub-surface conditions demand pylons or micro-pile foundations. The expense of that sub-structure foundation system warrants a higher density of units above, in order to create a financial pro forma that works.

This piece of land is situated so as to be an in-fill amenity in downtown Spokane. I need additional stories to get it to pencil. I am hoping Alternative 3 may help me get there.

I plan to stop by the Tribal Center area of the lobby of City Hall on Jan 20, when Planning Representatives will be in attendance, to help me figure out the best way to submit my comments relative to my very targeted and specific interest. I am hoping to perhaps visit with you at that time.
