Add more incentives for transit and bicycle usage in housing. The city should partner with STA in offering bus passes at reduced rates to residents who live or work near an STA Park and Ride, or on a high performance transit line, to increase transit use and reduce car exhaust.
Plants and Animals
Add more codes that limit clearing and soil disturbance, especially on private land adjacent to open space and city parks.
Land Use Patterns and Urban Form
Center and Corridor codes should limit office/commercial sprawl into established residential neighborhoods. Historic residential boundaries should be protected in neighborhoods with Center and Corridors. Empty lots should be developed in center and corridors prior to expanding center and corridors boundaries.
Population, Employment and Housing
It is important to remember that homeowners should be protected too. The city has increased property taxes and utility taxes. Property insurance has risen dramatically due to extreme weather events and catastrophes. Unexpected and unaffordable repairs can also put homeowners in jeopardy of homelessness.
Relationship to Plans, Policy and Regulation
Neighborhood Councils advocate for their neighborhoods and residents. They need to be cited in the document at every opportunity. A lot more than presently.
Transportation
The current Transportation Impact Program needs to be updated. Developments that have an affect on traffic/pedestrians should have traffic calming funded during construction. Add an increase the allocation for the Spokane Safe Streets for All traffic calming program as a potential measure.

I think it's important for the city to continue to partner with the parks and schools. It needs to be added to the document at every opportunity.
Utilities
Water conversation is very important. I greatly appreciate clean water and usable rivers. I'd also like to stress that raising utility fees affects homeowners discretionary income. Please continue to explore other options.
