I would like to submit the following comments regarding the draft EIS for PlanSpokane 2046.
1. An environmental review exemption for developments should be allowed only if >66% of the area is disturbed or impervious.
2. The city should conduct an inventory of undeveloped areas of continuous forest cover for areas exceeding 2.5 acres. The plan should include measures to protect and/or replace those.
3. When development will result in removal of existing trees, require payment to Urban Forestry for planting projects.
4. Emphasis on infilling areas that are already 33% impervious or 66% disturbed.
