Dear City of Spokane Plan Commission,

Thank you for the opportunity to provide comment on the Proposed Preferred Alternative.

WSDOT provided comments on the DEIS concerning impacts to the State transportation facilities on March 5, 2026. To date, WSDOT has not received responses to those comments nor seen updates to the DEIS addressing concerns raised. The primary concern is that the transportation analysis supporting the DEIS does not match the proposed land use assumptions compared in the Draft Comprehensive Plan. An analysis has not been provided to demonstrate that the proposed transportation infrastructure can adequately support the land use proposed in the Draft Preferred Alternative, specifically related to impacts on the transportation system.

The city will need to perform an in-depth evaluation of the transportation system as part of the FEIS. The FEIS needs to address the WSDOT comments provided through the DEIS review and confirm the Proposed Preferred Alternative impacts and necessary mitigations to the transportation facilities. This will ensure the FEIS and Comprehensive Plan meet the requirements under the Growth Management Act, SEPA, and WSDOT purview.
