1. What means does the City have with owners of empty lots to build multi-family dwellings? (On corridors.)
2. If these empty lots on corridors remain empty, that will put pressure on homeowners in the 1/4 mile to sell; the homes will be demolished and replaced by rentals, resulting in fewer homes and homeowners. What means does the City have to minimize that?
3. Neighborhood councils and/or the Community Assembly are the bodies that the City Charter constitutes for residents to express their views. What role do they have in the selection of the preferred alternative?
