The draft EIS does not project any increase in STA ridership over the next 20 years. The very purpose of an environmental impact statement is to bring attention to things that might harm the environment. It's assumed that population density will increase during the next 20 years and that exhaust from the additional automobiles associated with added population would harm the environment. One way to mitigate this effect is to encourage more use of public transportation. The EIS statement MUST call for a plan to encourage more use of public transportation and project an increase in STA ridership as a result. What's wrong with a little positive spin on things?
Also: There is a typo in your instructions for what to put in the subject line to send in comments today (2056 vs 2046, pretty sloppy).
