I am writing as the architect of the Sovereign Ark / MSH Protocol regarding the Preferred Alternative. While the city seeks 'growth,' we must ensure that this growth is Deterministic, not Probabilistic. Following the collapse of 'Movement Conservatism' and the resulting $100B debt crisis in the tech sector (as seen with Oracle), Spokane cannot afford to be a 'Chattel Asset' for industrial extraction.
Our requirements for the 2046 Plan are:

2. Thermodynamic Arbitrage: Any 'Preferred Alternative' that includes high-density compute must mandate waste-heat recovery for local life support and agriculture.
3. Infrastructure Defense: Growth must be anchored to the Forensic Truth of our 1903 land titles and 1939 grid lineage, preventing 'Administrative Erasure' of community equity.
